Invitamos a la Conferencia "Empresas Transnacionales: El camino hacia un Tratado Vinculante para proteger los Derechos Humanos".
En junio de 2015, el Consejo de Derechos Humanos de las Naciones Unidas habilitó, mediante la Resolución 26/9, la discusión para la elaboración de un instrumento internacional legalmente vinculante para las Empresas Transnacionales (ETN) en materia de derechos humanos.
Producto de la aceleración del proceso de globalización, las ETN son actores económicos y de poder de primera magnitud. Son gigantes las asimetrías de poder entre los Estados, las comunidades y las personas en materia de acceso a la justicia.
Al tiempo que se valen de un completo conjunto de instrumentos internacionales – los Tratados de Libre Comercio e Inversión - que protegen sus derechos económicos, las ETN sacan rédito de las debilidades del sistema internacional de protección de los derechos humanos, para quedar impunes frente a violaciones de las que son responsables. En el mismo sentido, desarrollan su esquema de negocios a partir de una dinámica donde las economías nacionales tienden a competir por sus inversiones ofreciendo condiciones de protección a la baja.
La discusión sobre un instrumento legalmente vinculante se impulsa en el reconocimiento de la responsabilidad primordial de los Estados de proteger y garantizar los derechos humanos, asegurar que se cumplan y hacerlos respetar.
Organizaciones y movimientos sociales de todo el mundo se movilizan por esta agenda en torno a las Naciones Unidas. En julio pasado, el Grupo de Trabajo Intergubernamental de composición abierta (OEIGWG) del Consejo de Derechos Humanos publicó un “borrador cero” del Tratado Vinculante que requerirá el pronunciamiento de todos los Estados a nivel global, incluido el Uruguay.
En este marco invitamos a participar de una Conferencia que tiene el objetivo de difundir esta agenda en el debate político nacional, a partir de la participación de destacadas y destacados actores políticos y sociales de todo el mundo.
